There is bound to be a site somewhere. BT is good (UK) if you have name and need number but I have number and would like name.

If you know their name also, then you probably can do this by using their local phone book.

Find out what town/city is represented by the dialling code of their number.
Then go to your local library, and look in the reference section for the phone book of that area. Look up their name in the book - and match the number you know to those in the book to find the right entry.

If they are not in the directory, you can't do this.

Try a reverse number look up. Like a directory that allows you to look up numbers, http://www.reversephonedirectory.com/

put the number in to yahoo or google and see if the are listed on a web site!
