The place value is the position of a particular number in a longer number. For example... The square root of 37 is 6.0827...(continued forever) The "0" in that number is in the "tenths" place value. The "8" is in the "hundreths", the "2" in the "thousandths"
and so on.
To the right of the decimal, you add the "-ths" to the place value.
Now, the "6" to the left of the decimal is in the "ones" place. If a number was before the "6", it'd be in the "TENS" place, then "hundreds" place....and so on.

Square root is an operation not a number. There is no value of an operation. You would need to have the square root of a number for this to even begin making sense.
