I helped a few years ago and didn't have anything. I went all over our state holding locals in prep. for the state pageant. I also judged local, states and nat'ls. I worked for Gingerbread Productions for Anda Hitt. I don't have her address now but you could reach her through the Dallas, Tx directory. She quit working for Little Miss America and started her own pageant system,Gingerbread Pro.

There are already many pageants all over, if you want to make one, you need chicks paying for admission, money to spend in bureau, national bank and city hall. You need the clothes, rent hotel, rent touristic places, pay 10 to 20 to assist and make up the contestants, they have to show they are over 18, unless law and your permit allows it, you are not to make yourself risponsible for their behaviour, you will have to record the pageant or pay a tv channel to display it on tv, and finally you need to round your expenses and incomes, perhaps from sponsors like perfume or clothing. Showing glamour is not expensive yet takes dedication and true charisma. A proper pageant does not come for less than a year and a half of income, yet can provide payment for two years and a half plus some discounts for perfume and clothing.
After the pageant is over, you might show some good intention with the girls paying the first five some money.
Any pageant will be better if it does not include liquour or government sponsors, and serves itself with nature and ecology.

Depends on how large a pageant you have and how many sponsers put up money. Once money is involved, the local government wants it more than fair share. Neighborhood affairs rarely require offical permission, but town, county and state ones do.
