Yes, you can buy a few different types of seahorse in the pet trade, but they are saltwater fish.
Unless you're experienced it'll likely die on you, as seahorses, like many saltwater creatures, are very fragile. Saltwater tanks are harder to manage than a freshwater one, and usually have to be larger as it helps regulate the temperature and chemicals.
If you do want to eventually get a seahorse, I would read up on saltwater tanks and start with the most basic system you can find and with the hardiest fish you can find. They can probably help you with this at a pet store. After the tank has been established for awhile you might be able to buy and keep a seahorse.

I have had a reef tank for many years, and tried keeping seahorses with little luck.
I think they are best kept in the ocean where they belong

Yes of course but you must have a salt water aquarium that is set up. The water conditions must be almost perfect or Salt water fish and Seahorses will not survive. If you have never done aquariums before try fresh water first and let the seahorses stay in the ocean.

Yes and Yes,
Seahorses are sold at just about evry salt water aquarium store.
They are fairly easy to take care of, so long as you get the proper equipment. Many people keep them in small 5 gallon tanks with nothing else in there.
With the proper filters and maintenance, they are not much trouble.
find a local salt water fish store, they will be happy to answer any questions and explain all the details of maintaining a small salt water tank

I had seahorses. I caught them wild at the beach by accident with my cast net. The females look like tiny little snakes. I kept them in a 20 gal tank with water & sand & a few other fish from the same beach. They lived just fine. The females hid in the grass, and the male just didn't move around much. They are not much fun, but you can have them.

Of course it's possible but you need to do your research!! Salt water tanks alone are hard to manage so you need to look into it.
