Nickel is a metal atom, and metals form cations (+ve ions), therefore oxidation state of nickel must increase in the reaction from 0 to +X. Nickel is oxidised in the reaction, reducing silver ions therefore yes, nickel is the reducing agent.

Anything that gets oxidize is a reducing agent. Silver ions, the oxidizing agent, would gain an electron so they would be reduced, going from an oxidation state of +1 to zero. Nickle atoms become nickle ions by losing electrons, so they are oxidized and their oxidation number would go from zero to +2

Reduction Is Gain of electrons. The oxidation number becomes more negative.

If something is oxidized it is the reducting agent.
If something is reduced it is the oxidizing agent.
