Many states provide rehab for criminals. GA for instance gives them the oppurtunity to learn a trade such as brick laying, welding or jobs in metal fabrication. The problem is that many people will not hire ex-cons or will give the jobs to people who have remained out of trouble. GA also assists them in getting a GED if needed. Many criminals will not take the initiative to take advantage of these programs. Drug dealers can make significantly more money plying their trade than they can make at any of the above jobs. Solitary confinement is reserved for inmates who have shown that they are unable to live in the general population due to their violent behavior or due to fear of the other inmates. It is the job of the state in both instances above to look after the well being of all the inmates. Inmates who pose a danger to themselves or the rest of the population must be confined alone. I feel it is not cruel and unusual because their own actions and behaviors are what put them into solitary confinement in the first place.

SC is somewhat cruel but normally the inmates placed in that status have earned it due to the crimes they have commited, their violent behavior towards staff and other inmates.
To answer the first question, I dont believe in rehabilitation. Most may say I'm wrong but I feel people don't change. They learn knew behaviors to hide old habits, even if they have undergone therapy they still battle those urges daily.

No! There are no guidelines, within, any correctional facility that requires them to rehabilitate, anyone. These places are set up for the sole purpose of confinement as punishment,in fact, that is why so many felons keep returning to prison.
