Stop scratching and get over your embarrassment and go to a doctor. If you aren't sexually active and it's obviously not a STD, there is really nothing to be embarrassed about. It could be dry skin, an allergic reaction to a type of detergent or clothing. If you shave/wax, it could be irritation. For starters, just call a doctor and ask for a few ideas on what it could be. But going to see the doctor isn't as bad as you think. Chances are it's nothing and your overly freaking out.
Why not ask your mother or an older female?

It's normal. You can get itchy even if you've never had sex. It's probably cause your hormone changes, whcih changes acidity in your vagina. You probably have a yeast infection. Do not scratch with your fingernails, it will get irritated. A home remedy is to use a tampon that is soaked in plain yogurt that has active culture of bacteria in it. Find that at the dairy section at the supermarket. Do that for a week. Change tampon about 3 times a day. The itch will go away. Wear preferably cotton panties that are not too tight. Don't wash your private areas with soap. Just water and especially don't wash the inside of your vagina.
Furthermore, do you get a discharge? Look at it...if it smelly..go to the doctor. That means you have most likely bacterial vaginosis. You need to get treated. You can do at home with garlic. But that will make you smell, so go to doctor.

If you have white discharge also, then it might be a yeast infection. You can get stuff over the counter.
If you don't, and the itching is in the pubic area only, then it might be crabs (like lice). You don't have to be sexually active to get this, you can get them from sharing a toilet, towel, etc.
You should definitely go to see a doctor... they are very professional, have probably seen worse, and will respect you more for taking care of yourself (as opposed to seeing you in the emergency room later on and wondering why you didn't say something sooner).

You can either go to a Gynecologist to ask about it or you can buy a Feminine wash. In Avon they have a feminine wash for $3.99, the number is 835-731 or feminine spray 840-430.

lol yes though unless she has an std if anything at all is wrong with her in the first place it might just be a minor yeast infection or...thrush? nothing serious unless untreated for a LONG time while symptoms are bad. though everyone itches once in awhile. doesn't matter where

IT could be your laundry detergent. You mentioned dry skin, it could be that also. Do you use fabric softener? I can't use that because it makes my skin itch. Put some cortizone cream on it and see if that helps a bit. Try using detergents, lotions and such without frangrances. You may just have sensative skin.

Yea, could be allergies, get some soothing jergens lotion and rub it on your self. See if that stops it. Could be a yeast infection too. Id try the lotion first, see if that helps, if not try monostat, if that still dont work, Go to the doc... Find out whats up.

If it is still feeling too dry by Monday then make an appointment. It's nothing to be embarrassed about. Thick about it...they have seen soooo much grosser. Do you wear your panties kinda tight. I used to and I had a problem with dryness.

If it's just an itching and not a yeast infection...vagisil at your local drug store will help.
Monostat if it is a yeast infection. Try the vagisil first.
