Well, the Greeks were the first people to develop the idea of the atom however no one actually continued explorations into the idea until over 2,000 years later when John Dalton began experimenting to prove thier existence. Although many of his ideas about the structure of the atom have been disproved, he laid the foundation for modern atomic theory.

Generally the early chemists like Antoine Lavoisier and John Dalton got chemistry going as a solid measurement and experimental science so they deserve a lot of credit for getting chemists moving in the right direction.
But there are so many important discoveries that no one person even deserves to be thought of as the most important chemist.
