Can I expect a consultant to answers any/all of my questions on the spot? I want to pay for as few consulting hours as possible, so i want to find the best to answer my questions.

Really depends on what your business is. You should be able to basically interview the consultants like you would any employee. Essentially, they are an employee that you are contracting. Ask for resumes, references, portfolios, schedule interviews, etc. Make sure you call their references! Treat it like any other position you would hire someone for.

I would rely on a consultant who is willing to research the best answer for your questions rather than one who would give a quick off the cuff answer. A truly professional consultant will work efficiently to give you the best results in a reasonable amount of time.
