There are a number of packages on the market which will do this... some even include the connecting cables...
If both computers have USB ports, you can transfer your files using a "Flash Drive".
To be honest, though, the simplest way is to take the drive out of the old computer and temporarily install it in the new one... either on an empty second bus, or configure it as a slave device on the main bus.. then you can easily transfer your selected files, using Windows Explorer.
If all else fails, take it to somebody who knows how, and have them do it... your local schoolkid geek, or any computer store, Staples (probably cheapest!), Best Buy, Circuit City, etc.

Taking the harddrive out of the old machine and putting it into the new one, is one method.... If you don't feel like trying to get the system to accept the older drive as a second hard drive, there are a couple of programs out there, specifically for moving files from one computer to another, and are very simple to use.
For myself, I simply used a crossover cable between the two comps, making a network out of them... XP will walk you thru that process step by step...and then I simply copied, or moved, the files I wanted to transfer to the new computer.
Another method is to use a 'ramstick' aka USB flash memory, to swap information. Tho, if your computer is old enough to not have a cd writer, it may not be USB 2.0 compliant.
lol, I have computers dating back to Windows 3.11 for networks... so Ive moved files several times over the years, lol With the last few computers, Ive simply decided to make a network. I plan on adding an external harddrive to make it even easier to work on one computer, store a shared file, and pick it up later with any of the other computers, even if the first computer isnt turned on.
Have Fun!

Burners has gone cheap.
Buy one and install into the PC you want the files archived.
you will need 3rd party data to disk image burner for lower than XP OS versions. With XP it is like cut and paste till it is capacity, then write to disk to burn 'm into the CDs.
I have done this to my 450Mb, 1.2Gb, 3.2Gb and 10Gb Hard Drives' contents.

Remove the HDD from the old one and place it in the new one as a Slave drive. then just copy your files over just like you would if they were on a floppy or CD.
