how do you go about writing a statement of purpose specifically if you are applying for a master's degree course in development studies which focusses on developmental aspects of developing economies vis a vis industrialised nations.

The statement of purpose is supposed to tell people several things. First, it justifies why the research you want to carry out is worthwhile. Are you going to uncover something new? why should the people reviewing your application care?
Second, it's supposed to say something about you. How did you come about the realization that this was something worth looking into? is your interest based on your experience in development issues?
Third, how are you going to go about doing it? you don't have to get too specific, but you should give the reviewer an idea of what methods you plan to use, and what areas/countries your plan to research.
Fourth, how will this be useful in the long run? will it be useful for your career/training? how do you plan to use it?
the bottom line is that the statement of purpose says what you want to do, why you want to do it, where do you go from there. Your job is to make them care enough about your project so that they admit you into the program.

I would assume that you would establish a hypothesis and then develop a statement of purpose to indicate just what the study you are undertaking will prove, establish, or reinforce.
