Yes. Hair grows when dividing cells at the bottom of the hair follicle push the older cells towards the outer surface of the skin. By the time the hair reaches the skin, it is nothing but dead skin cells.

When someone starts losing their hair (balding), the follicles have died, and the cells in the hair follicle are no longer dividing. No cell division = no hair growth. Same when you die. When you die, cells are no longer dividing because they are no longer living.

yes...as the hair gives away from the follicles...it gives the appearance of your hair growing...it is not...it's just falling out....same with finger nails

not right away it keeps growing for a few days after death, because cells and stuff in your body are still living (assuming you havent been 100% embalmed)
