Partly sunny means the sun is behind a cloud and partly cloudy means it looks like rain!@

Partly sunny - refers to some clouds behind the sun in the atmosphere

Partly cloudy - refers to partly cloudy only and the sun behind the clouds; which could lead to rain

i think the better question is whats the difference between partly sunny and mostly cloudy???
cuz i was gonna answer your question and say that partly sunny is 25% sunny 75% cloudy and partly cloudy is 25% cloudy and 75% sunny but i would say mostly cloudy is partly sunny (25% sunny 75% cloudy) but maybe:

partly sunny = 35% sunny 65% cloudy
partly cloudy = 25% cloudy 65% sunny
mostly cloudy = 25% sunny 75% cloudy
mostly sunny = 25% cloudy 75% sunny

Partly sunny means more cloudy and partly cloudy means more sunny. Come on! Don't get your mind be clouded on a sunny day!

haha, I never thought of it like that....guess there isn't one really....
Maybe it just depends on the mood of the weatherman on which way he decides to describe it. Or it could mean that the partly cloudy doesn't mean that there will be any bright sun, but still some clouds in the sky....not sure....hmmmmm Also, partly cloudy could describe the night time forecast, whereas partly sunny wouldn't..unless you are in Alaska at the right time. However, I've never heard "partly moony"..haha

I would think that partly sunny means more clouds than sun, or is related to the length of time the sun is shineing. partly cloudy probably means more sun than clouds or is related to the length of time it is partly cloudy.

when it's partly sunny there is more clouds than sun, when it is partly cloudy, there is more sun than clouds!

It's like when someone says "Do you want some sugar with your coffe?" or when someone says "Do you want some coffee with your sugar?" If that makes any sense at all
