Wrinkles are skin that has lost it elasticity and starts to sag. Most of the time, if you take care of your skin and don't go outside without sunscreen on, you won't start seeing them until you are in you mid to late 30's to maybe your mid to late 40's. You can get smile or frown lines around your mouth or what is called crows-feet at the corners of your eyes and those are easy to try to fix with some good moisturizer and eating well and drinking lots of water. But, I don't think that I have seen full wrinkles on teens and people in their early 20's. If it really bothers you, go see a dermatologist. There could be a more serious condition going on with you.

You can get wrinkles at any age.
Sooner if you don't take good care of your skin, are in the sun a lot, (but since you have a dark complexion i don't think that should be a problem.) or if you smoke. smoking will make you age a lot faster than normal.
