I dont know all the implications of the act but part of it related to discrimination as applicable to employment.

It bacame illegal in some occupations / areas of employment to discriminate on the basis of pessesion of a criminal record.

There were a number of exemptions to this including, I beleive, employment in education and the health service.

The Rehab Act was designed to give a person who had recieved a sentence from a criminal court to have a 'spent' date for the sentence they recieved.
It has nothing to do with the crime committed unless it is a sexual offence which can preclude people applying for some professions.
The sentence metered by the court determines the period of time it should be declared to an employer etc for example: if you recieve a fine in a criminal court, you have to declare it for 5 years.
Some professions ie those working in finance, nursing, schools etc, request all convictions whether spent or not, be declared.
If you recieve a sentence of two and half years or more in custody, then that offence would always have to be declared if declaration is requested by an employer etc.
There are different rehabilitation periods based on age also, if you are a young offender they are generally halved.
You can pick up the leaflet 'Wiping The Slate Clean' from most Jobcentres.

It means that after a certain amount of years (depending on the seriousness of your crime) it is 'spent' and you don't have to declare it when applying for jobs or credit etc..

Murder and Terrorism (same thing) are NEVER spent. You end up released on Licence for Life.
