Norton products must be removed in order otherwise you get an error. The security center can not be removed unless you first remove the antivirus, and the antispam, etc etc. I quit using Norton a while back as it was such a bloated mess of a product, but you might try reinserting the original disk and see if it has a remove all symantic products option.
Sometimes it may come down to removing all the symantic and norton directories manually, then using a startup manager to remove all the entries that refer to norton products, and then using a registery cleaning product to remove all the entries that refer to non existant norton files.
These types of problems are why I never recommend using Norton or McAfee products unless you have an I.T. department to deal with the headaches.

You gotta do this thing methodically.

As Norton Antivirus is not just a standalone program. you gotta remove all the softwares which rely on NAV and then try removing Norton, Hope it will help you.
