Portugal, because Mexico have hosted the world cup twice, the USA did so in 1994, Canada isn't a football (soccer) loving country, and China should host but in another twenty years or so.

Well, I've always wanted to visit Canada :). However, the host country automatically gets a spot in the Top 32, so it should be a country that deserves that spot (otherwise they'll get eliminated in the first round and get all embarrassed). Mexico already hosted it (and cheered for the other team, so thanks for that, amigos), and so has the USA. I vote for Portugal.
But if 2014 is in South America, Argentina is my #1 choice. :)

id wish for portugal...nobody loves soccer like europeans- but anywhere but canada would be good cuz eventhough you said not to take how good the teams are into account...they are so terrible the only teams they managed to beat are Belize(so they even play football there?) and guatemala on a lucky goal (gutatemala dominated them the second time they played) not to mention they have only qualified once back in '86 where they lost all three of their 1st round matches finishing with 0 points and a Goal Difference of -5.

um...2014 World Cup is going to South America...Brazil and Columbia have submited bids. 2018 will be in Europe somewhere. and 2010 is already in South Africa.
