Yes ofcourse. if you have the choice not to choose then by definition it is a choice. But what if you chose not to not choose but to choose. You would then have ruled out two other choices 1: the other choice and 2: the choice not to choose. However if you hadn't even considered the choice of not choosing then you would have automatically limited your choices in contrast to the person who chose not to choose.

Now I wish Id chosen my words more carefully, why did I choose to send this Answer when I could have chosen not to.

'I can't believe it is NOT Butter' is essentially a belief

You can't choose to not have a choice, so you will always have a choice unless someone doesn't let you have a choice in something and chooses for you.

I thought the quote saying was

"not making a choice is a choice in itself."

it means that one is choosing to let whatever happens, happen. You are choosing to wait, to not take action, to be at the mercy of whatever else is happening.

In a since, you are choosing to let other people/events/organizations make your choice.

The person having no supposed choice could have made that choice. OR...

The person could have been given no choice by someone else, in which case it would not have been the person't choice to have no choice, seeing that such a situation was forced upon them.

Whether one chooses to or chooses not to, a choice has been made. It's the greater or lessor of two evils. There is always a choice being made or made by someone on the others behalf. People can not choose always what their thoughts are- but always we can choose what our actions will be.
