Delhi to Chennai is around 2200 kilometers.
The best time to travel both the cities in one go is between October and February.
Regarding best means to travel between the two cities are either Air Travel (about 2 hrs 20 mins flying), if you don't have much time; or by train - AC 2 tier sleeper coaches if you have time - it takes about 36 hours.
For costs - actually the traveling both by air and train have various options - as to the class of travel, time of travel..... and the cost varies then.

after a certain distance when u hit the Mid India belt. .Authourities tend to lose control of the reserved compartments as there will be chaos and no one abides by the law, Small distance commuters will harass the hell outta reserved seat/berth passengers.
Flights, All major domestic airlines Fly Delhi Chennai. Fare is First class 4500 INR economy 2200 INR Flying time is two hours.
Frequency 3 flights a day.
If U are a foriegner from Euprope or Amercica I suggest you take a flight, Safer and convenient and economically viable too.

It will be more convenient to travel by air.that will take around 3 to 4 hours.
By train can take more than 24 hours.

Regular Indian train---36 hour train ride. Best to go for a cheap airline flight or a train with air-conditioning.
