no you are not allowed to evict them in Pennsylvania. You can however let them know you plan to evict them when Spring arrives and then you could assist them in finding low income housing or some other alternative housing.

You can evict a tenant at anytime with proper notice. Morally I would hope you would not evict someone with children in the winter. Pennsylvania winters are horrible. It is summer now, why don't you evict your tenant now?
