the best way to build your vocabulary is to read books.
start out with those written spesifically for teens, as the language is easier, and slowly move on to harder ones. buying a good dictionary is a very good investment, and a wonderful tool, as well. ( i prefer the oxford's one ) also, there are many great online dictionaries which are just as useful.

if that's too much to start with,
there are 100's of great educational book-sets/CD's to improve/learn english, evening classes at universities, etc etc.

Good for you! You're doing very well with your English. There are several things you can do to help. One is to find English language newspapers and books (be sure they are current) and try reading them aloud. Another is to rent videos or DVDs in English (again, be sure they are spoken in English, not in Mandarin or Cantonese with English sub-titles) and listen to the dialogue.
Do you have friends who are also learning English? Try having English language sessions. Get together and speak only English. You can assign a different topic for each session.
Is it possible for you to find work in the tourism industry, where you can interact with English speaking visitors?

Have to agree with the previous poster...practice makes perfect. Try joining a chat room with English speaking people, preferably one that is intellectual/education oriented and let them know that you are trying to learn English and they will assist you in the correct way to say something without being judgmental or insulting.

Read, write, speak, watch.

Read books written in English, watch movies in the English language (without the subtitles), write things in English, and talk to others in English (or to others who speak English).

keep speaking in English, writing in English, and reading things written in English. It will help alot. Sorry I can not help you, I am in the U.S.A.
