Eye Shadow:
You'll look best in lilac, beige, camel or peach shades of eye shadow. Choose one shade only to use at a time and apply it all over eyes, from lash-line to brows.
Mascara:
Apply one coat of clear or black mascara.
Lip Color:
Stick to clear lip balm for day, or if you want a hint of color use a sheer ultra-pale baby pink gloss.

I don't know for sure. I have brown hair/eyes and fair skin. I use the Al-may eye makeup for brown eyes and it has beige, brown and purple with brown liner and brown mascara. They make one for all color eyes and all you have to do is buy one package and all of that is included for around $10.00. If you want to know for sure and have a make up application and lesson done. Go to a day spa that has an expert. It can be about $50.00 but it is well worth the money for the lesson.

I just asked the same question, I'm the oppoosite of you-dark skin, short dark brown hair, and dark brown eyes, my answer to you is the same as the first persons. my color pallete is cream and brown, with dark red lips. so you would be a pink lip green eye, type of person.

* Violets, Lilacs and, Pinks... Makeup for Blue Eyed Blondes
Using shades of violet, lilac and pinks
We often find ourselves reaching for the same old colors year after year. In this section of Beauty.about.com, I will be putting together mini lessons of colors that you might never have considered.
1. Shadow for lid: Violet
2. Crease: Use a little of the violet (above) and smudge it into the crease. A softer lilac should be used above the crease, over the brow bone.
3. Liner: Periwinkle blue applied according to your eye shape. Try different placements if you aren't sure.
7. Beneath Eye: A touch of smokey violet beneath lashes.
4. Mascara: Several coats of eggplant (a deep purple-black), but watch for clumping.
5. Blush: Combine pink and apricot. While it might sound strange to mix these two colors, I often find that the combination works better than either color used alone.
6. Lips: All attention is going to be on the eyes, so a soft sugary pink will be all that is needed on the lips.

Using shades of gray, peach and pink
1. Shadow for lid: Smokey grey for a touch of mystery.
2. Crease: Deeper grey on brow bone.
3. Liner: Black applied according to your eye shape. Try different placements if you aren't sure.
7. Beneath Eye: A touch of the darker grey beneath lashes.
4. Mascara: Several coats of black, but watch for clumping.
5. Blush: Combine peach and pink until the color dissolves into a natural shade for your coloring.
6. Lips: For a dramatic look apply russet and then work a tiny amount of pink to soften.
* For blue eyes:
Natural makeup for blue eyes is easy with a light dusting of the ever popular Shu Uemura shade of "ME SILVER 945" all over your mobile lid. Keep the look simple, or add a very soft dark brown line, right along your lashline, and finish with brown mascara.
For a blue eyed makeup look that is all about making an impact, shades of orange is the way to go. When using colored shadows of this intensely, funky parties and evening is where this look works best.
If you like the idea of using orange for impact during the day, then use orange tones with subtly applying sheer / lighter shades (a shimmery peach, or a luminous pale copper). Orange looks great on blondes too!
To make this look work, start by using a larger blending eyeshadow brush with a rounded edge and apply the shadow from your lash, blending it softly to just above your crease.
For maximum impact, line your lower lashes with the same shade you used on your lids using a pointed eye shadow brush (MAC's "219 Pencil" brush is perfect).
A hint of neutral shimmer (like a soft goldy-mushroom) as a highlight dusted on your brow bone will make eyes shine, or you could add a dab of clear eye gloss to really bring these colors to life!
Black or charcoal eyeliner smudged into your lashline will make this look smoky, or flick the outer corner slightly upward and outward for a hint of cats eyes.
