The shop is an art studio in the heart of Rome. They only use Fedex and the cost is twice the price of the art work I am purchasing. I am willing to wait for delivery to save on the cost.

The cheapest way to send a small item is thru the Italian postal system. The Worlds post offices are very integrated and they can help with customs documentation at minimal cost. The courier companies like Fedex charge a whopping fee to do the customs documents which in most cases only collect small tax amounts. These charges won't be known until the package arrives and the charges can be twice the cost of the goods.
