A general contractor may be cheaper than a plumber. They can usually do everything and anything around the house.

Also, ask friends or neighbors if they know of a handyman that will do it on the side, they will be much cheaper too.

You do not need anybody to do it for you. All you need is a Pipe Wrench, and the location of your water shut off. The shut off will be close to ground level, on a water pipe coming up from the ground, usually under a spicket. It looks like a handle to turn the water off! Make sure you turn it off first, Then remove the spicket, you may need 2 wrenches for leverage. When you have the old one off, then scrap any loose rust from the threads, wrap some Teflon tape around the threads in the right direction of turn, then thread your new spicket on and get as tight as possible, then turn your water supply back on the same way you shut it off. Check for leaks, if it leaks it may need to be tightened a bit more.

You have to install additional pipe from an existing waterline to run it to the front of your house and install the spigot. If you don't know how to do plumbing you will need to call a plumber.

All you would need to do is call a local licensed plumber. They will connect to the lines under your house and run to the side. Good luck

Call a place that does plumbing and remodeling. And then tell them you need a "spigot" installed on the outside of your home. You'll have to know if it's plumbed or not (are there pipes that run out there? Is there a hole on the outside of the house or are you starting from scratch and want to run pipes from a main pipe to the outside?)

Call a plumber, if you cannot do this yourself.
