cDNA technology aims to change the physiology of an organism by changing it's genotype. Mutations also cause a change in the phenotype by changing the genotype. So can rDNA technology be considered as a type of mutation?

Generally speaking yes. Technically speaking no. Mutations are congenital genetic anomalys that occur naturally as an organism develops. However, I believe that mutations are simply nature taking it's course and are actually the whole entire process of evolution in itself. A species evolves (mutates) and either the mutation will make it stronger and it thrives or it will not.
