I've made some progress I changed the workgroup name of the xp machine to that of the server. Let me ask this will still work if the server is configured as a workgroup as well right they both belong to the same work group now after the xp change. I am seriously thinking of removing all connections and starting over.from scratch.

Make sure File and Printer Sharing is installed and bound to the TCP/IP protocol. You'll also need to actually share a folder or drive on each machine before you can do anything.

You do NOT want to set up simple file sharing on the XP. That's bad advice.

You could have done several things "wrong". The server will need a fixed IP address. Disable DHCP from any router you've got running it. Light up the DHCP server on your server machine, then make sure your XP is set to receive it's IP address automatically. Use ipconfig /release and /renew on the XP to get its IP address from the server. That will put you on the same subnet. Then join the XP to the server's domain using the network ID wizard. Share folders/files as you wish. Make sure that both the file permissions and share permissions permit access.
You're working with a server/workstation domain environment, not a peer-to-peer workgroup. The "home networking" advice you get does not work in a domain environment.

Both the 2003 server and Windows XP have firewalls. Check to see if it is enabled, if so turn it off and see if that solve the issue. The firewall setup is located under the advance tab of the network connection properties.

The firewall wouldn’t prevent from sharing files between the 2 machines. How are they trying to access the files? Have the set up shares? Are they using the administrative shares? More info will be needed?

Just make sure that you have enabled the file and printer sharing from the local area network properties.. If that didn't work keep the enabling and go to the Network wizard you can reach it from your local area network properties and the advanced tab at the bottom of the window you can see a link to the network setup wizard just go through it to install your network properties and do that to each computers and at the end of the wizard make sure to enable the folder and printer sharing.. after that just right click on any file and press on sharing and security and you can see other options and maybe the system demands you to drag that folder to the shared documents or you can share it immediately.. Just be patient I really worked hard with my first network at home and finally I succeeded using file and folder sharing but you have also to make sure that you are using the same file system like NTFS or FAT file system cuz as I know they can't see each other!! and also you have to setup IP address for each computer even through the local area network properties..
Good luck
