If you can know how far a light ray travels and you measure how long it took to get there;then you take the ratio of the distance divide by time and you obtain speed.
There are many types of equipment that can do that. But the principle is the same.
The standard unit for light speed is meter per seconds of travel.

light meter.light needs a compelete study.first you have to know light flux . Lux is the most used unit. its unit is lumens per m^2
and another usefull unit is lumens per strandian
