Since your denominators are the same, the only thing you have to look at are the numerators.
The KEY here is to think of a number line. 0 is the dividing line between positive and negative numbers.
Numbers to the LEFT are negative, while those to the RIGHT are positive.
Now the further RIGHT we move, LARGER the numbers become. With negatives, the opposite is true!
The further LEFT we move, the LARGER the numbers become. So since -99 is further left than -98, -99 would be the larger of the two.
Bottom-line, if they were both positives, 98/100 and 99/100, you'd say 99/100 is the larger because you have 1 more slice out of that 100 slice pie.
With negatives, -99/100 and -98/100, -99 would mean you are missing 1 more slice than -98.

The result is depending on what it mean (...).
For example
- if (x) = absolute value of x then (-99/100) > (-98/100)

- if (x) = ceiling integer value of x then (-99/100) = (-98/100)
