It's mainly used to create websites or additions to it.
An advantage is that it's harder to nick the code. For html it's rather easy.
The great disadvantage is if you use sound: people are attacked with LOUD sound on flash sites. Loud enough to blow up my speakers. And they do it without asking, i'd say: lock those programmers up in prison.
I recommend 'flashmute' to shut the flash sound up:
http://www.indev.no/FlashMute_2.exe
Another disadvantage is that it's annoying in itself. It's often slow (programmer error), more then sometimes not all content fits on the webpage (programmer error), and it's used for advertisements or annoying animations which can't be clicked away. So many people disable flash alltogether!
Please DON'T build a flash only website, that's
rather inconsiderate for many visitors who are annoyed by flash.

If your answer is for macromedia (now Adobe) Flash
Flash is a program that permit you add rich content to your page: animation, various effects but also permit you to adding more interactivity- send and receiving variables; the user interaction with your application - surely you know something games in flash.
In the newer versions flash permit you to interact with larger data base and to call a web service (for example to call a weather web service for showing the various temperature directly in your application).
But flash have now a new competitor AJAX
Ajax is not is a interfacing of various programs Java Script, XML and CSS.
With this new technology you also can add interactivity and dynamism to your page
For example if you use Opera - the opera widget are created using AJAX; more yahoo widget are created using Ajax - yahoo have also a library (a set of programs) for Ajax
But for the programer point of view I consider that flash have a more consistency support it is more mature as a language
But all this have its own price:)

Flash is an player (or an application) through which you can see Rich Internet Applications (RIA) With flash a lot of things are possible to be done with a lighter file size, so content is downloaded fast and its more interactive and doesnt lose the resolution when you zoom in or zoom out, as it uses a format called vector graphics instead of scalar graphics (such as JPG,GIF image formats).
You can add a lot of interactivity to your site, make games, e-learning tutorial, banner ads, etc.
