I have $43,500 in inheritance money after taxes and am thinking about living abroad for 2 years. Where can I live like a king on a hair over 20k US a year. I want to live in a foreign city in a nice apartment. I will take mass transit and have no job.

Here in Hangzhou, China, you can live like a king on USD 1500 per month. Great apartments. Nice taxis cost you USD 1.25 for a standard trip. All Western mod cons available. Nice lake. Nice women.

I would suggest the Philippines.
Warm and friendly people, perfect climate, great scenery if you to to the countryside, world class beaches, good malls, inexpensive way of leaving. I'm sure your gonna like it there.
I just hope that you're not some kind of pervert who would abuse our women or worst, our children. Also, we could treat you like a king but remember, we are not and will never be your slave.
