I am trying to put my video options to not be able to view adult videos.

If you are using something like a Windows Media Player for playing video, you can select "Tools" -> Options and select "Performance" tab and select the options that you want to be set. Ideally set a considerable buffering time, so while your movie is playing, your buffer will be filled up automatically. Of course everything is dependant on the bandwidth.

For all practical puropses, there aren't any. You could enable Content Advisor but it doesn't work very well if at all.

You'd need a third-party application to do that, such as NetNanny.
