I planted them late February/early March. They look really healthy and are now about 2 /12 foot tall. Can't seem to find an answer on the gardening websites.

If they are already 2.5 feet tall, then this suggests that you may have used too much fertiliser (or soil is too rich), and/or not enough light (they need lots of shunshine).

Depends upon where you live. They might not be quite ready yet. Even in California we do not have them quite yet in some areas. Don't overfeed though.

they are too hot for flowers, you directly get hot chillies.
