Start out by mowing it and watering every evening for 20 minutes or so. Let it grow for about a week then go to Home Depot or where ever and get yourself some MSMA and a sprayer. Mix it per directions, this is a poison so protect yourself while spraying. This will kill everything in your yard except the bermuda or st augustine grass.
Let that sit for a day or two and then start your watering again.
The next week go back to the store and get some Over and Out or simular ant killer and spread that in your yard.
You can have a nice yard in about 4 weeks.

If weeds are 6 feet tall then you should of mowed the lawn more. Can't expect nice lawn if you down look after it.
Dig it all up, throw away weeds and reseed it. Hard work but you wanted the truth but if you are maybe too lazy to mow the lawn then you are too lazy to redo the lawn.

If you really want to do the job - it is a big one, you have to get back to "dirt" and start over
1) cut weeds

2) spray yard with week killer and ant killer

3) wait a week

4) do again

5) get yard ground up - effectively turn soil - mix in new soil

6) instal sprinker system

7) smooth, ready for sod

8) sod

9) water, water water - pull all weeds that show up

Start with mowing. Then buy some ant poison. Then buy some grass seeds. Spread those out. Then start watering!

Have somebody come out and till under it. Just rip the whole thing to shreds and start over. Then saud, then use some heavy duty chemicals, then hope all goes well.

Everything will come back after the drought. If you mow, leave at least 3" height.
