Well, San Francisco- because it contains the Santa Clara Valley, aka Silicon Valley. Silicon valley is world renowned for its manufacture and development of the Silicon CHIP.
Therefore, I have to say that it must be the Chipest city in the world. Interesting question, very thoughtful.
