If it is an 18 wheeler truck yes you are required at least in Illinois. You would want to check with the Individual State Police Departments for other states.
A 16 footer I doubt it. But check with the state police in each state you are planning on traveling.

Ask the company you are renting the van from. If they can't give you an answer, find another company.
You could call the Dept of Transportation for each state you will be in to ask them. They (or some department like that) are the ones in charge of the weigh stations and such.
But I agree with others. If you can drive it yourself with a regular drivers license you should be okay.

Probably not - but if you really want to play it safe contact the DMV in each state that you will pass through, and ask them. -or-simply stop at the weigh stations - they will probably pass you through quickly. What they are really testing for - is overweight commercial trucks.
BTW: If your truck APPEARS to be overweight - prepare to be stopped by the DMV, eventhough you are ot commercial.
