Whether or not precum contains sperm is contradictory. I've hears that it does and then I've heard that it doesn't. Regardless, you should always be careful, because precum can transmit STDs, including HIV.
The only thing I can think of behind urine washing out the sperm is that both urine and sperm are carried outside the body via the urethra. Maybe the reasoning behind this is that if there is sperm left in the tip of the penis, the urine and the acid in the urine will get rid of it.

"precum" is not the same as the sperm you are talking about. Precum is what comes out before primary ejaculation. Not what is leftover in the urethrea from the last ejaculation.

yes, it contains sperm... as for the rest of the question, it seems not exactly clear to me. I don't think sperm can be killed by urine so easily.

There are enough sperm there to populate nearly all of my home town, bathroom visit or not! Be careful! Those sorts of stories are old wives tales, and can get you pregnant, just like the one about not being able to get pregnant the first time you have sex, or that you can't get pregnant during your menses... all WRONG.

It doesn't matter when you went to the bathroom, it contains sperm and can fertilize an egg.
