DS console and games are cheaper, but PSP kicks butt! you can't compare the two machines, it's a case of what YOU want from them that counts. Make a list of what's important to you, then see which one fits your list better

I bought a DS about a year ago. I have thoroughly enjoyed playing tetris and about three other games they've put out for it. The biggest complaint was my largest complaint with the Gamecube too. The titles released for the system were sparse, odd, and often not a lot of fun to play.
I am currently wrestling with the choice of trading in the DS and buying a PSP. Cost is still the major issue since a lot of the technology problems were solved long ago. I'm leaning heavily towards the decision, but, with a rumored price drop for the PSP looming allegedly towards the holidays... am in no hurry...
That being said. The DS is a lot of fun, it's wifi readiness and linkability for p2p games is awesome. The touch screen is innovative. However, this innovation is a challange to impliment into the games, and most developers have shied away from what perhaps could be full usage of the feature. It's almost more of a novelty than functional. The games are reasonably priced (though comprable with the psp). And, the release of the DS Lite has been much heralded as some changes were made to the design of the system as well as to the resolution and lighting of the screens. It's also backwardly compatable with the Gameboy Advance games.
Whenever you purchase a new system you should consider the cost of the system, cost of games and accessories, and of course the library of games. It's a good idea to check out gamespot or ign under the console to preview released and upcomming games to gauge whether it's a good fit for you. Also, you should consider whether additional "items" which may need to be purchased like memory sticks, controllers, etc, would otherwise make purchasing a "bundle" of items more cost effective. While the DS is just a game player, there are no real accessories to purchase other than a carrying case or something like that. The PSP has a trove of possible upgrades and sometimes requirements.

I can't say much about the DS, but the PSP is sweet (and that coming from a 34 year old).
It's pretty expensive though. I bought GTA and Tiger Woods - I've had a lot of fun with both.
The ability to surf if you're in a hot-spot is also cool. The PSP plays MP3 and videos too.
I'm stoked about mine.
:-)
