I want to put some restrictions on a user who has an administrator priviledge rights like prohibiting do some software installations or disabling hardware access. Is that possible?

Nope!

A user with admin rights has full access to the entire machine. Even if you restrict access to certain files and folders, a user with admin rights can take ownership of them and reset the security.

No. You cannnot as the administrator user would be having full rights. If you can change the rights of the Administrator account will the Administrator user can't change your account? just think

NO YOU CAN'T BUT YOU CAN CONVERT THE USER TIPE TO USER THEN YOU CAN GIVE HIM ALL THE PRIVILEDGE YOU WANT

BUT TAKE CARE VERY WELL ABOUT FOLDERS AND FILES PERMITIONS YOU MAY LOSE YOUR FILES FOR EVER IF YOU CHANGE IT TO THE WRONG WAY.
