It is usually up, so it is not quite fair to say it is always messed up.
There are several factors that impair its usability.
1.) huge number of users on it puts a heavy load on the hundreds of computers the service runs on
2.) the HTML of users pages is really bad; the pages are loaded with syntax errors - sometimes that stresses the browser or just simply does not show up correctly
3.) people do nefarious deeds to myspace from time to time
4.) recently, severe electricity outages caused by a mounting electric energy shortage in Los Angeles have left myspace without a way to power its servers
If you go where everyone else goes, there you will generally find a surplus of problems and a shortage of solutions.
You can use the W3 Validator site to see the problems with myspace web pages.
I have listed the URLs of some other social websites so you can find other places to communicate with friends online and see people's photos and stuff.
These other websites have a much more modern look and feel than myspace does. They also have a lot more diverse things you can do and learn on them.
While myspace does have a certain cachet, it can become kind of dull. These other sites might relieve the monotony of just visiting myspace.

Maybe the power outtages they are experiencing is affecting the server. Maybe those critical of Tom could do a better job? Offer Tom some assistance, I'll sure he'll take you up on it.

large database, lots of files, and the site was created by a few guys who didn't expect it to get so big. They're getting a lot of money so now they have time to upgrade, which they need the site closed to do.
