The person responsible is whoever the tree belongs too. If it belongs to you and was on your property, they it's your responsibility to remove it. If it was a neighbor's tree, on a neighbor's property..Tell them to call someone to have it removed and if they refuse, pay to have it removed and present them with the bill..

Aaah-ah... the professionals! But, I'm pretty sure the tree (and the fees) belong to whoever owned the tree before it fell. And that means whoever owned the property where the base stood - and, it does sometimes happen that the tree is split on two pieces of property and there's co-ownership, and then you're in a mess...

you need to be careful in this one.
