Pesonally I think that ducks are not pets and should not be kept as such. Ducks are not inherently domesticated and therefore not sutable to be kept.

secondly, ducks need access to fresh flowing water in order to survive and exercise, so unless there is a lake on the balcony I think this is not at all acceptable.

Thirdly, keeping any animals outdorrs on balconies isn't really on!

I would be inclined to contact the RSCPA or your council as soon as possible.

A balcony is probably not suitable living quarters for ducks. You also answered yourself when you said "one duck". Ducks are social and I think it's cruel to keep one duck, unless it doesn't get along for some reason or has a contagious illness. If you live in a town, call the local humane society, police department, and ASPCA. They may not be able to do anything if they have food, water, and shelter for the duck. But in most towns, it is illegal to have farm or game animals as pets and they can order them to get rid of it.

I don't think it's wrong to have a duck as a pet, if you have a pond and room for it to waddle around. It's never right to have any kind of animal where you can not provide a normal environment for it. I think on this one I would call you local animal control and let them know where the duck is, so that they can follow up on this.

We had a pair of ducks in our back garden which was great - they could fossock amongst the plants and in the grass and my dad made them a little pond from a big old bathtub he sank in to the ground (they need to be able to duck -he he- under the water, but don't necessarily need a big pond) - however, I don't think it is very good to keep one in an apartment with nowhere to dunk or delve for grubs. It isn't *hideously* cruel, but neither is it at all ideal for them.

a friend of mine lives in a flat overlooking some shops with flat roofs, several floors up. Ducks had simply landed as pairs and decided themselves that this was a suitable home for their soon to arrive family. As the roof had some temporary puddles, it didn't seem to bother them. they simply flew off during the day supposedly to a water source and returned as night drew in. She said the babies arrived in due course and then left as soon as they were able!! Parents still come back even after a couple of years!!

sure, had friends that had 2 ducks as pets.. and they were better than having take care of dogs of their outside. no you'll ever get available, reason the ducks ought to attack you.. the merely situation with ducks is they poop everywhere and is a soreness to freshen up!
