This happened a few times at dinner with a member of the opposite sex (male). It was underneath the table so the one other person at dinner could not/ did not see. Was it a way of emphasizing the conversations, or did it mean more?

I've known him for 3 years. I do not consider it sexual harassment. What if he is a former teacher? Does the answer change?

An action such as this from the opposite sex is sexual in nature from my experience. It is something done between intimate partners, or those liking to be. To put it simply, it probably means, "I'm interested" in you in "that way".

Hon, he was overstepping your boundries and pretending to an intimacy that wasn't there. He is testing you to see how much he can get away with. Watch out and put a stop to it now,unless you like this kind of thing. Men who touch women without there permission in an itimate way thats casual like this are not showing any respect for you at all. Good Luck!

Flirting!He likes you to sleep with him! If you don't like him you can complain with sexual harassment but you did not mention you were harassed!Maybe it was nothing for you and considered it as friendly touch,but in general that is a sexual harassment if you have no relationship with the guy!
