You cannot tell Google to put your site in their search engine database. Google uses a program called "Google-bot" that automatically and continously scours the internet for websites with a high number of pages hits and/or traffic. When a page with the minimum requirements is found it's automatically coded and added to the database with keywords and query possibilities.
Have a good website going on and it will be on Google in no time
However, if you would like to cheat, there's a program called "Hello Engines" that allows you to get your site on Google, Yahoo and hundreds of other engines in seconds. It costs alot though, unless you would like to result to piracy

You do not upload your site to google. The google spiders known as google bots come and index your site to the google directory. There are many things you need to take care for this and the process can be started right from the design stages of the website to get a better positioning, say in the first page of the google results.

I think you now know how to get listed in Google.
There is another technique than the "submission" atechnique that is said to be better perceived by serach engines but that is not proven... as often with search engines...
Rather than submitting your site Google will find it... apparently Google attaches more importance to sites it finds itself since it perceives these sites as "good and relevant" since they have been refered to before even being indexed.
To achieve this you need to go on popular forums and post a few messages in the topic of your site. Below your signature you add your URL www.ururl.com or better you create a link towards your site : Title of the link

You cant upload your website, but you can add it to the google indexing.
go here: http://www.google.com/addurl/
when you submit your site, the google bot will crawl and index your website and store the basic and minimal information on your site in their server. all this doesnt happen instantly. After you submit your site, it might take somewhere from 6-30 days to see your site in the search engine.
To check wheather your site is indexed or not,
use this in seach text place: site:www.yourdomain.com
replace yourdomain with your actual domain name.
That also shows how many pages in your website have been indexed.

caution: do not re-submit your website more than once in 6 days.
