Usually, yes. But not always - it entirely depends on the context!
If, for example, you're writing something like this;
As Fred walked towards Glenda, something small, dark, and handsome ran across his path. "Woah!" he exclaimed, as he tripped over his tongue and broke his nose. That must have been a witch's black cat!"
You don't need to capitalise the H of he because the exclamation mark in this instance is more-or-less part of the word. I read a lot of books and I always notice that sort of thing when I see it, because it IS easy to forget that exclamation marks are just that - exclamation marks - and not a glorified full stop! It simply adds emphasis.
Personally I never use it without a capital after it, but it IS possible, and correct, to do so in certain circumstances!
I'm not 100% sure about question marks though, but I don't think it's acceptable.

Both an exclamation and a question mark are ways to end a sentence, therefore any word following it is the first word of a new sentence and needs a capital letter.

Yep. If the exclamation mark or the question mark is punctuating the end of a sentence, then the next word is presumably beginning a new sentence. The first word of a sentence is capitalized.

yes, after both question and exclamation marks u need to capitalize. the reason is all of period, exclamatin mark , and interrogative mark signifies end of a phrase or sentence and as per rules of english grammar u need to begin the new sentence with a capital letter.
