Do all new syringes for blood draws come capped and wrapped or do some of them some uncapped (i.e. only wrapped but without capping)

It depends on the manufacturer. I've seen syringes (without the needle attached) come both capped and uncapped, but always wrapped (so they stay sterile and clean). If there is a needle attached, then they always come capped (so you don't accidentely get stuck) and wrapped.

The tubes (class or plastic tubes with colored tops at the end) for blood draws don't come wrapped. They come in a large box of 50 or so, not individualy wrapped.

all new syringes are both wrapped and capped in this century .But as you know the blood can be taken with an uncapped and unwrapped syringes after sterilization of them .

They are all capped otherwise you would risk being stabbed with it while it is still wrapped.
