1-Declare the nation a "terorist" or "terrorist harbouring" regime.

2-Ask the UN to pass a resolution for economic sanctions on the Country.

3-If the country is rich in oil, then try to fake evidence to justify a military strike.

4-Destroy the country's infrastructure.

5-Cause a Civil war.

6-Install a Pro-American Government.

7-Give out contracts to it's own companies to rebuild the Country.

...yeah...should be enough

In any war there are civilian casualties. In this case, the US understands that it was a tragic accident.

Note that even one of the forces who were killed (Hess-von Kruedener) stated that, "This has not been deliberate targeting, but has rather been due to tactical necessity."
