Because the so called intelligence are not intelligent enough. The intelligence were not intelligent enough to do anything during the 9/11. The intelligence were not intelligent enough to even know if there were WMD in Iraq. What makes anyone think the "intelligence" is ever intelligent enough to catch the Most Wanted man of the US?
Couldn't blame entirely on the intelligence though when the administration itself are run by a bunch of idiots

Why indeed, with all the resources of the CIA, MI5, Mossad, the Saudis, Jordanians, Pakistanis and millions of dollars in bounties on his head and hiding in tribal areas that have long resisted the presence of foreigners---and Bin Ladin is still a foreigner---he hasn't been caught, because it's still in no ones best interest to catch him right now. What would the global war on terrorism be without its poster boy?

Because he already died a few years ago from medical conditions as reported by media of other countires. Also note that the current Bin Laden looks nothing like the Bin Laden of 10 or 20 years ago. They are 2 different people. If you consider that all of the Bin Laden material is confirmed real by the Media but fakes by everyone else, plus the fact that he is a different man, plus the fact that he is dead, that means he is hard to find. Maybe asking his former employer, the CIA would help.

No armed forces want to scour forbidding "no man's land" bordering Pakistan-Afghanistan to search for him. He's history, most probably dead.
Al-Quaeda can only sabre rattle via Al Jazeera; can't do much because international cooperation between countries that fight terrorism have been effective especially in S E Asia, Europe.
- Phillipines' kidnap-for-ransome Abu Sayaf has been hunted to oblivion with help from US forces
- Malaysia-Singapore-Indonesia mass arrests and detention of Jemaah Islam (Al-Quaeda S E Asia link) has been complete and thorough
- Thailand-FBI sting operation resulting in capture of key operative once active in Indonesia
- 3 Bali bombers on death row in Indonesia
The "war on terror" has been successful so far in most parts of the world except in Pakistan which is "suspect" in fighting terrorism.

Our intelligence network is the remnant of a cold war monster. It is designed to challenge and rebuff the intelligence networks of OTHER NATIONS. Bin Laden only need to avoid detection by voice recognition (not use a cell phone) and stay clear of known terrorist camps that might be imaged by a satellite and he will stay off our radar. It's not designed to catch one guy delivering messages by donkey rider.

Bin Laden has been rendered impotent. The only time you hear from him is when he can get a tape smuggled out from the hole he is hiding in (and it is usually weeks old) but has no operational control.
I have every confidence that he will be caught or killed when all is said and done but in the meantime we need to continue to degrade his ability to operate.

intrestingly enough... about a month ago the Counter Terrorism Unit specifically assigned to finding OSBL was disbanded.
and that offical charges in connection with the event have never been made....seriously.
