To me, it means even the bad things that come into our lives have some good attached to them. If there were never clouds, how would we recognize and appreciate the cloudless days? If life were perfect all the time, and nothing ever went wrong, we would take it for granted.
It's the whole yin/yang thing... for every negative, there is a positive to cancel it out. Sometimes it takes a bit of work to find the positive in a really bad situation...

Basically this comes from thunder clouds, which are often very dark and threatening but which often may have a silver gleam of sunlight along one edge - the 'silver lining' to the cloud. Therefore seeing the 'light' in the darkest situation!!

It's juat something you say to someone who is going through bad times...
ie: their house has been burgled, they lost their wallet... you would say "every cloud has a silver lining" to cheer them up abit, when in reality it isn't a silver lining it's a bolt of lightning waiting to zap them up the butt, in other words they will likely prang their car within afew days.,hey, things come in 3s don't they.

It means no matter how bad things may seem, there is always a chance something good can come out of it.

There is something good in every bad situation. You may have to look hard for it, but it's there.
