Clinton appointed John Deutch as DCI from Department of defense. Deutch changed the structure of the CIA to remove the control of assets and subordinate intelligence gatherers from junior officers to senior officers. Since junior officers are evaluated by their ability to cultivate and control assets abroad.. this led to a loss of personnel that were not advancing. The loss of personnel forced a redeployment of available agents..Presidential Decision Directive 35 (PDD-35) on march 2 1995. This directive redeployed agents and abandoned several third world countries altogether......greatly reducing the capabilities of the CIA. But no.. he didn't do away with it.

No but, he did get rid of

Vince Foster
American foreign policy
security measures to prevent things like 911 (yep, he paved the way for them)
Manufacturing jobs in the U.S
National secrets (thanks for giving them to the Chinese, who gave it to the N.Koreans)
Reaganomics (which was working BTW)
At least Bush did something, Clinton did NOTHING ! and was good at it too !
