(a) is the closest practical answer though I have not come across this 'user' CPU time term before. The 'user' CPU time in this case must refer to the time consumend by the (productive) application and "system" time refers to other CPU time consumed by the operating system routines to support the computer and the application. It is only measurable in sophisticated and mature operating systems.

Response time, wall-clock time typically refers to the the same concept - what the user feels.
